Improving food security in Eastern Khatlon region


Good health is a necessary condition for poverty alleviation, education and community growth. Simply put, people who are ill cannot work or farm. Sick children cannot attend school.

Poor communities have repeatedly asked humanitarian aid organisations not to focus simply on either water and sanitation or food security because one problem addressed without addressing the other will not result in a real improvement. And they have asked for help in generating family income – new or better crops and small businesses.

Essentially, what is the use of clean water if you are undernourished? And what is the use of knowing good farming techniques if you are always ill? And what use is good health if you are still poor? This "integrated" programme seeks to address all three problems at once.

This Mission East project seeks to meet Tajiks' need of both clean water and hygiene along with better agriculture and income generation. We want to make sure that our efforts will result in a real improvement in the lives of the poor people living in Eastern Khatlon Region.

Each project village will form a community organisation to direct assistance at all stages. In this way, Mission East will do what the village wants and will help them to set priorities and manage their own projects in the future.

Project goal
To support poor people in improving food security, health and income generation through community action.

Project activities
To rebuild water systems (taps, pipelines and storage tanks) and to provide clean water to villages.

To give hygiene education classes to all people in the district.

To build latrines in schools and clinics.

To provide agricultural training, food and seed banks for farmers that do not grow enough food to meet proper nutritional needs.

To help people with no land with income generation activities.

To clean up unsanitary waste dumping sites.

Reducing Flood Impact on Vulnerable Groups in the Yokhsu River Valley, Eastern Khatlon


During the last 13 years floods have affected 2,935 households (22,286 people) in the Yokhsu River Valley (19 target villages along the river in Vose and Kulyab districts). A total of 1370 homes and 1,554 hectares of land incurred direct flood damage. The socio-economic and environmental vulnerability of this area make poor households more vulnerable to flooding. The disasters contribute to poverty and at the same time, poverty limits the capacity to mitigate and recover from flood impact. Villages have become more vulnerable as floods have become more frequent.

After the collapse of the USSR, the Government institutions which were responsible for maintenance of Yokhsu river banks and protective measures have not had capacity to sustain this maintenance. The main problems are related to deterioration of infrastructures and insufficient budget to provide at its rehabilitation by local government. Local communities need support to be able to help themselves, both in prevention of flooding and in responding to flood.

Project goal
Reduce the impact of flooding in the Yokhsu Rovert Valley by strenghthening the capacity and preparedness of local communities and government, and via improved physical protection measures.

Project activities
First of all, Mission East will raise the community capacity building by establishing and organizing 19 village emergency units, raising awareness on flood risk among local authorities and residents, conducting workshops at village level to produce emergency plans and by developing a culture of prevention within the formal education system via training/curriculum.

Secondly, Mission East will establish an early warning system and repair repairing the hydo-meteorological monitoring station.

Thirdly, Mission East will improve the physical protection of vulnerable villages regularly affected by floods by carrying out small-scale mitigation works and by training 19 local communities to replicate and maintain small-scale flood mitigation infrastructure. These local communities consolidate mitigation infrastructures with tree and bush planting. Fourthly and lastly, Mission East will strengthen existing local institutions to provide services to mitigate flood impact.
