Background: Children with learning difficulties in Armenia have traditionally been subject to a high degree of stigma and often neglect. This is particularly visible in the area of education. Children with learning difficulties have not had access to an education which meets their needs, instead being confined to institutions which aimed to 'correct' their 'defects' or to help them conform to an academic ideal. The lack of understanding in society about disability meant that parents did not know how to value and support their children.
Mission East has been working in the area of special education in Armenia for many years, supporting change in attitude, approach and educational provision. This four year project run in partnership with Bridge of Hope establishes appropriate and inclusive education in a number of schools and lays the basis for national provision of education for all.
Action: The project develops an improved national curriculum for children with learning difficulties in Armenia, with teaching support materials, designed to give each child an education which helps meet their individual potential and facilitate their integration into society.
Parents groups are established to support families to protect the rights of their children, understand their needs, become involved in their education and be proud of their children's achievements.
Teachers are trained to deliver the new curriculum and some physical improvements made in schools to improve the learning environment.
Awareness-raising activities including media campaigns have raised the issue of disabled children as members of society. Lobbying activities have supported the adoption of a law on Education for People with Special Educational Needs - this ensures that the right to education in Armenia for the first time specifically includes disabled students. |
Project Aims: In accordance with the Universal Convention on the Rights of the Child, other international conventions and national legislation, this project will contribute towards Armenia achieving Education For All. This goal is fulfilled by achieving the following three purposes:
1. To support the Ministry of Education of Armenia in giving children with learning difficulties equal opportunity to access the Armenian education system and in raising the children’s level of educational achievement.
2. To help ensure the engagement and participation of civil society in the formulation, implementation and monitoring of strategies for development of education for children with learning difficulties and in the creation of conditions that will facilitate these children’s active participation in the community.
3. To support the Ministry of Education of Armenia in creating safe, healthy, inclusive and equitably resourced educational environments conducive to learning for children with learning difficulties
