Living Together, Learning Together: A Child’s Right To Quality Inclusive Education

Aim:

Development objective:The right of children with disabilities and special educational needs to quality inclusive education is secured in Armenia.
The immediate objectives of this project are:

  1. By the end of the project, the right of  children with a disability and special educational needs to inclusive quality education is enhanced in Tavush marz both in schools and by strengthened support from psycho- pedagogical support services.
  2. By the end of the project, the network of 77 Tavush Parents’ Support Groups becomes a strong civil society actor in advancement of the basic human rights of children with a disability and special educational needs at school and community levels.
  3. By the end of the project, the consolidated model of Universal Inclusive System of Education is promoted by civil society for replication in other marzes of Armenia.

Background:

This project is an extension of the former implemented project: ”Living Together, Learning Together: A Child’s Right To Community-Based IE, in Tavush” from 2009 to 2011. That project has laid the ground for a replicable model of comprehensive approach to inclusive education on a province level to the national level in the future.  But in order to consolidate the achievements reached at one marz level and advocate for its replication in other areas of Armenia, there remained a clear need:

  1. to further strengthen the practical skills and competencies of teachers and psycho-pedagogical staff of Tavush schools in many aspects of inclusive teaching and learning strategies and methods, needs assessment, curriculum adaptation, modification and individual education plan development; 
  2. to foster the capacities of local partner Bridge of Hope centres to be able to function as the 2nd level (regional) of specialized pedagogical-psychological services to inclusive schools and children with a disability and special educational needs; 
  3. to enhance watchdogging role of earlier established Parent Support Groups and sound voice of civil society in advancement of the rights ofchildren with a disability and special educational needs to inclusive education and replication of Tavush best practices all over Armenia.

The proposed concept for this consolidation phase was developed in consideration of these key lessons learnt.

Action:

Activities include capacity building of staff and psycho-pedagogical support services in all 77 mainstream Tavush schools. Existing parent support groups in the schools will be strengthened and a network of parent support groups will become a driving force, advocating for their children’s rights at school and community level. After consultation with civil society and the government the Tavush model will be finalised into a Universal System of Inclusive Education, replicable throughout Armenia.
